Assitant City Manager

Mr. Charles E. Dane has over 34 years of experience in government, including the areas of administration, budget, capital project management, building and grounds, fleet management, communications, waste and resource recovery, print services and economic development. 

City Attorney

Stefan Calos and his law firm, Sands Anderson PC, are pleased to serve as City Attorney. A 1980 Hopewell High School graduate, Stefan received degrees from the University of Virginia and the University of Richmond Law School. In 1987, he began practicing law.

City Manager

Mr. John “March”Altman, Jr. has over 20 years of local government experience in the areas of economic development, planning, code enforcement, budgeting, capital improvement programming, and project management.

Clerk of Circuit Court

The Circuit Court Clerk’s office is mandated with over 800 duties pursuant to the Code of Virginia many of which are highly complex and require a vast amount of knowledge and experience.

Commissioner of Revenue

The Commissioner of the Revenue is the Chief Tax Assessing Officer in the City of Hopewell and is responsible for the assessment and administration in taxes.

Commonwealth’s Attorney

State’s attorney is mandated by law and include representing the State in all criminal trials for crimes which occurred in the City of Hopewell jurisdiction

Development

It is the goal of the City of Hopewell to be more responsive to customers, to be effective in internal communication, and to achieve efficiency in the city by helping developers and citizens obtain the services they need in primarily one location. 

Emergency Management

The Emergency Management Office has one full time position, and operates under the direction of the Fire Chief.

Real Estate

Real Estate Services staff acquire and lease real property for public purposes and for use by City government. We also handle the sale or lease of City property to third parties, the release of public easements on private property, and applications from third parties to use portions of public right-of-way. Recreation & Parks

The Hopewell Recreation and Parks Department is devoted to improving overall quality of life by promoting healthy and active lifestyles through a variety of recreational programs, activities, special events, and facilities.  The Recreation and Parks Department manages the Hopewell Community Center and more than 20 parks and athletic sites throughout the City. 

Risk Management

Safety & Risk Management is committed to providing a comprehensive safety and risk management program that contributes to the safety and health of all co-workers as well as protecting the City’s physical and financial resources. Safety & Risk Management’s goals are to identify, analyze, and reduce risks or exposures and make recommendations for appropriate levels of risk retention, risk transfer, and loss control measures.

Sheriff

The men and women of the Hopewell Sheriff’s Office are committed to serving the Citizens of our city in a fair, honest and professional manner. Our goal is to provide the best law enforcement possible to all the citizens of Hopewell.

Social Services

The mission of the Hopewell Department of Social Services is to promote citizens self-reliance and protection through community-based services. The Department administers financial assistance programs, and a variety of other service programs, for children, adults, and families.

Treasurer

The Office of the Treasurer is accountable to the citizens and business owners of the City of Hopewell and strive to deliver quality customer service to each and every person. The Treasurer is an elected official responsible for the collection of local taxes and fees, the custody of and accounting for those collections, and the investment of city funds. 

Voter Registrar

The voter registrar represents the City of Hopewell and the Commonwealth of Virginia in matters pertaining to voter registration and elections and represents the community.

Water Renewal

The mission of the Hopewell H2O Renewal is to enhance the health and welfare of the residential and industrial community by providing efficient, cost-effective treatment of renewable water. To achieve our mission, we maintain high professional and ethical standards and remain committed to responding to our community’s ever-changing environmental needs.
